Applying for a Strategic Materials Entry Permit in Hong Kong

The following are common prohibited/controlled items entering Hong Kong:
#1.Game,meat,poultry and eggs
Any imported game,meat,poultry and eggs are not allowed to be brought into Hong Kong
#2.Eat rice
Many
people like to go to Japan to buy rice and bring it back to Hong
Kong,such as Minami-Uonuma rice.However,if the rice exceeds 15 kilograms
and is not for personal consumption or gifts,
It cannot be brought into Hong Kong freely,and an import license must be applied for separately.
#3.Endangered Species
Unless
exempted by law,a permit must be obtained in advance to bring any
endangered species(whether alive or dead)or their parts/finished
products,such as specimens,skins,horns,meat,medicines,ivory carvings and
ornaments.Here are some examples of endangered plants and animals:
Animals:monkeys,elephants,wild
cats(tiger,leopard,tiger cat,etc.),rhino,bear,hippo,saiga antelope,musk
deer,pangolin,sea turtle,tortoise,crocodile,monitor
lizard,dragonfish,eagle,owls,parrots,giant clams and corals.
Plants:orchids,cacti,American
ginseng,pitcher plants,flytraps,certain types of air grass,gastrodia
elata,dendrobium and agarwood.
#4.Animals and Plants
A
valid permit or license issued by the Director of Agriculture,Fisheries
and Conservation is required to bring any
animals,birds,reptiles,plants,pesticides,soil and plant pests into Hong
Kong.
For animals imported for food,a valid health certificate issued
by the livestock and poultry sanitation authority of the source place
and an import permit issued by the Director of Agriculture,Fisheries and
Conservation must be attached.
However,if you bring cut
flowers/vegetables/non-endangered plants produced in mainland China,you
do not need to obtain an import permit or certificate.
There are quarantine restrictions on dogs or cats brought into Hong Kong.
Each
person is limited to one pet such as dog or cat with an animal
quarantine certificate and vaccination certificate issued by the
official agency of the exporting country or region.
When
transporting,these animals should be placed in baskets,crates,cages or
suitable containers.In addition,the relevant provisions of the
Prevention of Cruelty to Animals Ordinance(Cap.169)must also be complied
with.
#5.Drugs,dangerous drugs or psychotropic substances
It
is strictly prohibited to bring the following drugs,dangerous drugs or
psychotropic substances,as well as controlled chemicals or antibiotics
into Hong Kong:
Drugs:opium,morphine,heroin(commonly known as white
powder),methadone,narcotic analgesics,cannabis(commonly known as
grass),ergotamine(commonly known as black sesame or
Fingba),cocaine,ketamine(commonly known as K Zai),
hydroxybutyric
acid(commonly known as rape water),amphetamines(such as
methamphetamine(commonly known as
ice),methylenedioxymethamphetamine(commonly known as
ecstasy),α-αdimethylphenylethylamine(commonly known as powerful
pills)),benzodiazepines
Drugs:such as chlordiazepoxide(commonly known
as green beans),midazolam(commonly known as
Smurfs),sulazepam,flunitrazepam(commonly known as
cross),triazolam,nimetazepam,diazepam(commonly known as Roche No.5,Roche
No.10)),
Zopiclon,barbiturates(such as
subcobarbital,methylphenidate)(commonly known as Hud)and other
hallucinogens,depressants,stimulants and sedatives.
Controlled chemicals:acetic anhydride,ephedra,potassium permanganate and other controlled chemicals.
Antibiotics:erythromycin,penicillin,tetracycline and other antibiotics.
#6.Counterfeit goods and infringing copyright articles
Travelers
may be prosecuted if they bring counterfeit goods with forged
trademarks/false trade descriptions(such as watches,handbags and
clothing)
or infringing copies of copyright works(such as CDs
containing computer software,movies,music or computer/video games)into
Hong Kong.
#7.Explosives and inflammable items
For
example,fireworks,firecrackers,gunpowder paper,Christmas
cannons,pyrotechnic items or other explosives are not allowed to be
brought into Hong Kong
#8.Rough Diamonds
It is
strictly prohibited to bring diamonds that have not been processed or
have only been sawn,cut or roughly polished into Hong Kong.
#9.Firearms,Ammunition and Weapons
It is strictly prohibited to bring any firearms or ammunition into Hong Kong without a valid permit.
Unless
exempted by law,it is also illegal to possess imitation
firearms.Travelers who bring"weapons"including Chinese darts,gravity
knives,gravity-operated steel bars,
telescopic
sticks,knuckledusters,chains with handles,spring steel bars,any knife
with a spring or other mechanical/electric device showing the blade,
and any weapon with a blade/pointed end into Hong Kong may be prosecuted.
Note:Arms
refer to any firearm;airguns/airguns/pistols capable of firing any
projectile,bullet or missile with a muzzle energy exceeding 2
joules;electric shock devices(such as stun guns,etc.);guns/pistols or
other propellants/projectiles from which or by means of which
projectiles containing gas or chemicals can be fired;any weapon that
discharges harmful liquids/gases/powders(such as self-defense
sprays,etc.);and harpoons or spearguns.
#10.Telecommunications Equipment
Travelers
who bring into Hong Kong for trade or business purposes any apparatus
that transmits by radio waves without a valid licence or permit,or any
component of any such apparatus(such as mobile phones and
walkie-talkies),may be prosecuted.
#11.Strategic Commodities
High-speed
digital computers,memory devices made of multiple
semiconductors,single-mode optical fibre precision communication
systems,chemical weapons precursors,articles related to nuclear,chemical
or biological weapons use,and certain firearms and ammunition,etc.,are
generally regarded as strategic commodities.
The purpose of the visa
is to monitor and control the circulation of strategic commodities to
prevent Hong Kong from being used as a channel for the proliferation of
weapons and to ensure that Hong Kong can continue to obtain high-tech
products.All strategic commodities listed in the Import and Export
Ordinance(Chapter 60 of the Laws of Hong Kong)and the Schedule G to the
Import and Export(Strategic Commodities)Regulations(Subsidiary
Legislation)(Chapter 60 of the Laws of Hong Kong)must comply with the
visa control measures implemented by the Trade and Industry Department.
